This 1956-1961 C1 Corvette fuel meter (sender) has a range of 0 - 14 Ohms. This fuel gauge is like an OHM meter in that it measures electrical resistance, the higher the resistance, the higher the needle goes. When the float is "down" resistance as measured with an ohm meter, is near 0. With the float "up" resistance is about 14 Ohms
